Bypassing the DREAM Act (Development, Relief, and Education for Alien Minors Act of 2011; H.R.1842, S. 952), which has been stalled in Congress, Homeland Security Secretary Napolitano today announced a new policy for undocumented immigrants 30 years old or younger who were brought to the United States before they were 16 and who have been living in the United States continuously for the last five years or more. Individuals who meet announced criteria will be considered for relief from removal or from removal proceedings.
