Judicial Independence and Accountability: Retention and Recall Campaigns
The Judge William A. Ingram Annual Symposium will feature a discussion about the topics of independence of the judiciary and judicial accountability through the lens of judicial retention and recall campaigns. Popular election of many state judicial positions has encouraged greater public oversight of judicial conduct and monitoring of judges’ decisions, but it has generated significant social costs. Bitter, high profile campaigns against the retention of sitting judges and acrimonious recall campaigns have created a national debate about, on the one hand, the importance of the accountability of judges for their conduct and decisions and, on the other hand, the critical importance of an environment for independent decision-making by judges.
The Symposium features two national experts on the roles and responsibilities of judges in our society with special expertise in the areas of judicial accountability and independence of the judiciary:
- Erwin Chemerinsky is Dean and Raymond Pryke Professor of First Amendment Law at University of California-Irvine School of Law. He is a noted constitutional law scholar and teacher and has written often on the importance of an independent judiciary.
- Penny White is E.E. Overton Distinguished Professor of Law and Director of the Center for Advocacy & Dispute Resolution at University of Tennessee. She is a former Justice of the Tennessee Supreme Court and has published articles on judicial independence, election of judges and the role of money in elections.
This activity has been approved for MCLE credit by the State Bar of California in the amount of one hour for ethics. Santa Clara University School of Law certifies that this activity conforms to the standards for approved education activities prescribed by the rules and regulations of the State Bar of California governing minimum continuing legal education.

Judge William A. Ingram
Judge William A. Ingram served as a Judge of the U.S. District Court for the Northern District of California for twenty-six years, including three years as its Chief Judge. The William A. Ingram Inn of Court, which draws its pupils from Stanford, Santa Clara and Lincoln Law Schools, was renamed to honor Judge Ingram, one of the Inn’s founders, and Judge Ingram’s family designated the Inn to receive memorial contributions to endow this Memorial Symposium.
Judge Ingram was a mentor to many lawyers and judges in our community, and the Inn and this symposium seek to promote the ideals of civility, collegiality, and professionalism that he personified.
