Course Description:

This class provides a broad overview of the law of local government. You will leave with a wider view of not just the laws that regulate the foundation and practice of local government, but also the breadth of law and policy positions within local entities. Starting from government formation and jurisdiction, you will leave this class with an understanding of government powers, incorporation, annexation, special districts, judicial review, taxpayers’ suits, intergovernmental relations, conflict and pre-emption, utilities, ordinances, regulations, housing, licenses, nuisances, criminal penalties, personnel, access to public records, finance, contract negotiations, political law, and government transparency.
