Offered during the Fall and Spring, the Panetta Fellowship provides students with hands-on experience as they explore the intersection of law, government, public policy, and public service. Each semester, selected Fellows work directly with experienced legal, historical, educational, and political professionals to research realistic, in-depth approaches to policy. They are challenged to address the concerns of competing interests and ultimately develop compromises between the parties involved. By the conclusion of the semester, Fellows will present proposals that use their research and analytical skills to show how policies on a subject of their choosing can move from theoretical to actual implementation.
Fellows complete 150 hours at the Institute over the course of the semester, equivalent to 3 externship units.
Fellows are eligible to be reimbursed up to $2,100 for their travel to and from the Institute.
Applicant Requirements:
At the time of the Fellowship, students must be at least in their second-year, have completed both semesters of Civil Procedure, and have a demonstrated interest in The Panetta Institute’s work and mission. Please review the Panetta Institute’s website for further details regarding the mission of the Institute.
Scheduling/Attendance
Please note that, if accepted, you must be available to present to the Institute:
- for Orientation, which is generally held the Friday of the first week of classes (date subject to change); and
- every Friday during the semester

Deadline for submission: An email will be sent from ExPro to all students with notification that the application for the Fall or Spring is open. Please refer to the email for semester-specific application due dates.
How to Register:
Upon selection as a Fellow, students will be sent a Written Agreement Form, which must be completed and submitted to ExPro. Upon receipt of the completed form, students are then sent two permission numbers via email to enroll in LAW 523: The Panetta Fellowship (3 units), and LAW 706: the required Externship Workshop (0 units).
