William Julian
Bill Julian is a lawyer with over thirty years of experience in the energy and utility fields in both public sector and private settings. He served as Legislative Director and Commissioner Legal Advisor for the California Public Utilities Commission from 1999 through 2004, including the acute period of the California Energy Crisis. He served twelve years as Consultant and Chief Consultant to the Assembly Committee on Utilities and Commerce in the California Legislature (1983-1994), and as Consultant to the Chair of the Senate Energy and Utilities Committee (2005-06). He has had two stints in the private sector. During the period of California's deregulation experiment — 1995 through 1999 — he had a consulting practice working with business and consumer associations and consumer-owned utilities to develop strategies in the restructured California retail energy markets. Between 1974 and 1982 he was in private practice in Indiana, doing regulatory, trial and appellate litigation.
