Mr. Knight will discuss the land use issues surrounding the housing development proposed in the old Cargill Salt Ponds in Redwood City. The current development plans include filling in 1,436 acres of restorable wetlands for a homes and commercial businesses. The development will increase Redwood City's population by about 32,000. Currently, the project is undergoing CEQA review and is in the scoping stage.

What is Prop 23?
Prop 23 is an initiative appearing in California's November 2nd ballot. If passed, it will suspend the implementation of AB32 legislation (California's Global Warming Solutions Act of 2006) until the state's unemployment drops below 5.5% for four consecutive quarters.
What is AB32?
AB32 requires California to reduce state greenhouse gas emissions to 1990 levels by 2020. Under the plan, California has already implemented a variety of programs - including the restrictions on landfill methane controls, the low carbon fuel standard and mandatory greenhouse gas reporting from large industrial sources, among other programs. The plan also envisions a cap and trade system, which will take effect in January 2012. AB32 also gave Gov. Schwarzenegger the authority to issue an executive order to create a standard requiring 33% of retail electricity to come from renewable sources by 2020.

Mr. Carlin is a partner at Pillsbury Winthrop Shaw Pittman LLP in San Francisco. Norman, who also has a doctorate in biology, practices environmental and land use law and is principal outside environmental counsel for the Bay Area Rapid Transit (BART) District, among other clients. He will be speaking on how environmental impact reports and statements can be used to address climate change, under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA).
