Proselytizing and Free Speech

There have been interesting recent developments on the issue of proselytizing in war zones by American military personnel.  Recently a U.S. Marine stationed in Fallujah was re-assigned to another area, and reprimanded, for passing out coins imprinted with Bible verses written in Arabic.  In a similar story, a British police officer alledgedly told two Christian missionaries who were passing out leaflets in a largely Muslim area that they were committing a hate crime.  Follow the discussion at the Volokh Conspiracy.
