The issue is not yet on Hein Online, but is available on Westlaw (MCGLR) and LexisNexis (LAWREV;MCGLR). The TaxProf's posting points to reviews of tax legislation, but that’s only a portion of the annual “Greensheets” issue, which features student-authored articles on California legislation. The 2008 Greensheets issue is online at the McGeorge Law Review website.
