There may have been a temporary interruption in employment, marital problems, including separation or divorce, or a medical emergency demanding the commitment of funds elsewhere. Or, sometimes the Chapter 13 debtor's estimate of his or her ability to make future payments is overly optimistic, in which case the Chapter 13 proceeding will soon be dismissed and state law foreclosure will ensue.
